Purpose: This Dissolution Mandate orders the controlled sequester, verification, and phased dissolution of specified digital and physical assets to preserve provenance, prevent tampering, and enable a secure rebuild under regulatory and compliance oversight.
Scope: Applies to all systems, accounts, enclaves, and evidence logs identified in Appendix A and the Asset Disposition Schedule. The mandate governs operational actions across the United States, United Kingdom, and the Ireland verification node.
Operative Principles:
Expected Outcome: Secure sequester of evidence, verified chain continuity, and a controlled rebuild with AML monitoring and legal oversight.
Authority Basis: This mandate is issued under the authority of the parties and the legal and regulatory instruments listed below. Regulatory case numbers are cited as supporting evidentiary references and do not constitute agency authorization of this mandate. Actions taken under this mandate must be documented to support regulatory reporting and legal review.
Legal Effect: All personnel and contractors operating under agreements with Albert Lane or ARAOST™ / Sovereign Audits™ must comply with this mandate to the extent permitted by applicable law. Any conflicts between this mandate and binding law must be escalated to Legal for immediate resolution. Compliance is mandatory upon execution; non-compliance triggers the escalation matrix.
Order: All final data-integrity attestations, authoritative command confirmations, and cryptographic non-repudiation signings shall be executed by the Robot Ed25519 key. Human operators may prepare artifacts and submit signing requests but shall not perform final cryptographic attestation. Ed25519 signing constitutes data integrity verification; legal execution authority resides with the human signatories on the Signatory Page.
Verification: Robot attestation hash, signed log entry, chain snapshot.
Order: All evidence logs, screenshots, communications, and forensic artifacts identified in Appendix B shall be preserved in immutable storage prior to any dissolution action. Preservation precedes all cloud dissolution activities.
Verification: Evidence manifest, storage confirmation, Robot attestation.
Order: Categroup Protocol governs all chain-of-custody transfers. Dual-authorship attribution required on all forensic documents produced under this mandate.
Verification: Categroup manifest entries, dual-author sign-off.
Order: Immediately sequester identified assets and evidence into V1-V8 enclave storage. Maintain chain snapshots and immutable logs for each sequester action.
Verification: Sequester manifest, storage confirmation, Robot attestation.
Order: Execute controlled dissolution of specified cloud resources and accounts per the Asset Disposition Schedule. Dissolution actions must be logged and attested by Robot Ed25519.
Verification: Dissolution logs, cloud provider receipts, Robot attestation.
Order: Maintain AML monitoring, SAR/CTR readiness, and transaction surveillance throughout the rebuild phases. File required reports promptly when thresholds are met.
Verification: AML alerts, SAR/CTR filings, compliance sign-off.
Order: Maintain parallel operations in the US and UK with Ireland serving as the verification and resync node. All cross-node resyncs must be validated by verify_chain procedures.
Verification: Cross-node sync logs, verify_chain report, Robot attestation.

Escalation Matrix:
Audit and Verification: All actions must include Robot attestation, timestamped chain snapshot, and human worklog entry. Independent verification by Ireland node required before final disposition. Absence of verifiable elements shall be recorded as an absence finding per the Absence of Space methodology — not omitted.
